Bawny Excelsior: HUD PRAC 811 - subsidy with building - tenants pay 30 percent of income towards rent. HUD provides utility allowance to help tenants pay heat and electric.

  • The head of household must have a disability and be 18 years of age or older.
  • Applicants/Residents income at initial occupancy must not exceed the 50 percent - very low HUD income limits established for Erie County.

 Preferences:

  • A preference is given to applicants who are homeless.
  • A preference is given to applicants who are have a visual impairment.

Occupancy standards:

  • People Inc. has established standards on occupancy to permit the tenant to select the unit size they deem appropriate to their needs (if available) while preventing overcrowding and underutilization of the unit.
  • The following describes the occupancy requirements:
    • One bedroom: Minimum one; Maximum two


    • Two bedrooms: Minimum two; Maximum four.
